Position Summary: Reporting to the Chief Administrative Officer, this position will work with the proposal team in the planning and execution of new business cost proposals and will also support current contract modifications and budgeting.

Essential Duties:

  • Develop cost/price models and narratives for large proposals as well as smaller task order-type requirements

  • Review Requests for Proposals (RFPs) and coordinate with Pricing team as well as various functional groups, including HR, Finance, Legal, Payroll, Billing, and Operations in collecting and analyzing cost and non-cost data

  • Evaluate RFPs thoroughly and prepare cost volumes in accordance with RFP requirements for submission to prospective customers

  • Substantiate cost estimates with supporting data to rationalize pricing decisions to management and customers as well as to support client negotiations

  • Support and participate in cost proposal negotiations

  • Engage in discussions with Pricing Team to re-evaluate and improve pricing strategies and models

  • Prepare and present cost summary briefing package for management review and sign-off of proposals

  • Provide support to the Pricing and Contract Administration team in any other areas of government or commercial pricing and contract administration

  • Develop contract-specific monthly, quarterly, and yearly financial analyses that provide detailed explanation of variances between actuals and planned performance

Essential Experience & Skills:

  • A Bachelor’s Degree in Accounting/Finance with interest in Cost Accounting and Financial Analysis preferred

  • 0-2 years of related experience

  • Strong quantitative skills

  • Intermediate-to-Advanced Excel and Word skills

  • Must pass a Microsoft Excel skill test demonstrating proficiency with Vlookup, index & match, if statements, etc.

  • Excellent written and oral communication skills and the ability to work with executive level management

  • Ability to prepare clear, comprehensive, and fully-supported reports

  • High degree of accuracy and attention to details

  • Ability to read and comprehend technical reports/documents

  • Ability to multi-task and prioritize

  • A strong sense of urgency and dedication to meeting deadlines

  • Ability to work in a fast paced, changing environment

  • Self-starter who can work independently as well as part of a team

  • Must be willing to work extended hours when necessary
