Responsibilities

The position is located in La Jolla, CA. Incumbent will serve as Section Chief, Health Administration Service (HAS), Non-VA Care in the Community (NVCC) for the VA San Diego Healthcare System (VASDHC). Incumbent works as a senior manager in the business service with direct accountability to the Chief, Business Office. The incumbent provides a high level of administrative support to HAS, upper management and clinical services for a wide variety of functions related to NVCC and other contract services. These include financial analysis, programmatic oversight of the NVCC Unit, provider contract development and contract maintenance, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts.

  • Responsible for planning, organizing. initiating and coordinating all operation activities of the NVCC program.

  • Provide advice and guidance on the eligibility for NVCC programs.

  • Study issues related to treatment at the expense of the VA; including eligibility determinations, authorization, workload capture, payment, appeals and technical applications to support these activities.

  • Provide recommendations and guidance to senior management, service chiefs and professional staff throughout the medical center.

  • Responsible for budget analysis to formulate, revise and determine fund requirements and maintenance of an annual budget.

  • Forecast and estimate program requirements and prepare reports, justifications, charts and statistical and narrative data for presentation to senior management.

  • Serve as primary contact and resolution source for patients and families who experience difficulties with interpretation of health administration benefits and revenue policies.

  • Directly intervene when problems regarding patient activity occur, advising clinical staff of appropriate administrative action.

Work Schedule:* Hours may vary, but most tours are Monday - Friday starting as early as 7:00 am and ending at 5:00 pm. Generally not to exceed 40 hours per week. Occasional overtime, weekends and holidays may be required based on patient care needs.* Position Description Title/PD#: 10273-0

To qualify for this position, applicants must meet all requirements by the closing date of this announcement

Time-in-grade:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

GS-12 Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing a high level of administrative support to Health Administration Service (HAS), to include program management, program analysis, budgeting and reporting, and policy management of all Non VA Care Coordination.

There is no educational substitution for the GS-12 level.

You will be rated on the following competencies based on your application for this position.

KSA 1 – SKILL IN PROGRAM MANAGEMENT FOR NON-VA CARE COORDINATION. KSA 2 - SKILL IN PROGRAM ANALYSIS, BUDGETING AND REPORTING FOR NON-VA CARE. KSA 3 - SKILL IN POLICY MANAGEMENT.
