Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position Overview

The Project Manager in the Major Projects Organization (MPO) will lead multi-disciplined team responsible for managing major transmission and substation projects including all aspects of scope, cost, and schedule. This person will be responsible for following existing processes and establishing protocol for managing contingency, scope, and changes during the project lifecycle: development, licensing, pre-construction planning, procurement, execution, commissioning and closeout. In addition, this position will be responsible for establishing roles and responsibilities for the project team, integration of cost estimation, project controls, resource coordination, scheduling, and subject matter experts from the various supporting organizations. This position is responsible for ensuring compliance with the applicable controls and procedures in conjunction with the various supporting organizations. Provides leadership and project management of major transmission and substation projects anywhere in the SCE service territory. These projects are generally high visibility, critical to operation of the SCE grid and vital to maintaining system reliability.

Responsibilities mayinclude:

  • Leading the developmentand execution of projects, including scope development, siting, licensing,permitting, project execution strategy, procurement, engineering, construction,testing, and closeout

  • Leading cross functionalteams from various other business units and contractors

  • Working closely withoutside regulators and regulatory consultants in licensing and/or execution ofthese projects

  • Managing scope, costsand project schedule:

  • Managing the projectdecision process

  • Managing the projectchange control process

  • Managing project risk

  • Establishing andimplementing project metrics and reporting

  • Communication withinternal and external stakeholders, as well as management

  • Acting as MPO keyconsultant to SCE management

  • Represents SCE at openhouses, industry tradeshows and forums, conferences, regulatory proceedings,and working groups (travel required)

  • Assists in developmentof SCE's Project strategic plan and business case.

  • Determining long termproject management objectives for successful licensing or execution ofinfrastructure projects

Minimum Qualifications

  • Sevenor more years’ project management experience in engineering, projectdevelopment and/or construction management

  • Twoyears’ experience in managing, permitting and/or executing complexinfrastructure projects.

  • Twoyears’ experience structuring, negotiating and/or managing contracts for majorinfrastructure projects.

  • Experiencemanaging elements of major/complex infrastructure projects with a portfoliovalue of $10 million dollars or more

  • Twoyears’ experience in budgeting, project cost estimating, scheduling andplanning

Desired Qualifications

  • Bachelor’sdegree in Engineering, construction or related Technical discipline

  • Fiveyears’ experience in Transmission and Distribution

  • Threeyears’ experience in CA Permitting, including CEQA and NEPA

  • Workingknowledge of various contracting methods including: Design, Bid, Build (DBB),Engineer, Procure Construct (EPC) and Engineer, Procure, ConstructionManagement (EPCm)

  • Workingknowledge of functional level project and equipment specifications and use ofvalue engineering practices to optimize project capital and lifecycle costs

  • ProjectManagement degree or Certificate

  • Workingknowledge of Primavera and/or MS Project scheduling software

Comments

  • Candidatesfor this position must be legally authorized to work directly as employees forany employer in the United States without visa sponsorship.

  • Positionwill require 30% traveling and being out in the field throughout the SCEservice territory.

  • This position has been identified as a NERC/CIP impactedposition - Prior to being hired, the successful candidate must pass a PersonnelRisk Assessment (PRA) or Background Investigation. Once hired, thecandidate must complete specified training prior to gaining un-escorted accessto assigned work location and performing necessary job duties.
