Responsibilities

The Branch of Information Technology, servicing 500+ geographically dispersed employees, is responsible for maintaining Sequoia and Kings Canyon National Park's LAN, WAN, and VoIP connectivity, integrity, and security. As a member of the Branch, the incumbent is primarily responsible for the IT Helpdesk and its administration, system-wide software and database configuration and management; Sharepoint administration and updates; network hardware planning, configuration, and installation; physical and virtual server management; and wireless configuration and installation. This individual will plan and execute a wide variety of IT projects, including but not limited to network planning, analysis, and hardware installation; improved data-management and database standardization; and system-wide software upgrades and end-user training.

This individual will be an active team member, working closely with all IT Staff, including the other IT Specialist, Computer Assistant, and IT Intern. As a primary advisor in network strategy, development, and investment, the incumbent will work closely with the Administrative Officer on IT planning and budgeting, and occasionally brief the park Leadership Team. Cross divisional IT-related collaboration and project assistance is expected, and the incumbent will serve as an active member on SEKI's Technology Management Team, which includes the IT, Radio, and GIS offices. Additional duties include overseeing a Computer Assistant, who is responsible for the daily IT helpdesk and e-property duties, backstopping the other IT Specialist on Cisco VoIP administration and troubleshooting, and interacting with and representing the Sierra IT Network.

Qualifications

Individuals utilizing experience to qualify for this position must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of specialized experience equivalent to GS-09 in the federal sector demonstrating my accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-09 level, normally involve the following, or the equivalent: Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Adaptation of guidelines or precedents to the needs of the assignment.** You must include weekly hours worked in your resume.

  • OR-** EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in courses such as computer science, information science, information system management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience (50% of the experience requirement) and 18 semester hours directly related graduate level education (50% of the education requirement). The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

**You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies", "part or full-time" or "intermittent".
